Abstract

In a context that requires society's participation in planning and decision-making, in addition to demands to organize the use and occupation of the coastal zone, the Brazilian federal government created the Orla Project. The project was designed with the aim of applying guidelines for regulating the use and occupation of the seafront and is characterized as a policy that combines heritage and environmental practices with planning the use and occupation of this environment. This article aims to analyze the experience of the municipality of Balneário Camboriú with the Orla Project in light of the collaborative design of public policies. The research consists of a case study that made use of documentary survey, interviews and thematic analysis. The results revealed that the heterogeneity and involvement of different actors in the preparation of the plan allowed the integration of technical knowledge, community knowledge and scientific knowledge.

  • Eduarda Montibeller Schuch, Universidade do Vale do Itajaí

    She has a degree in Public Administration from the Center for Higher Education of Foz do Itajaí - CESFI, located in the municipality of Balneário Camboriú/SC, from the State University of Santa Catarina (Udesc). She studied a Professional Master's degree in Administration at the Center for Administration and Socioeconomic Sciences-Esag, located in Florianópolis / SC, at the State University of Santa Catarina (Udesc). Currently, she is doing her PhD in the Postgraduate Program at the University of Vale do Itajaí-Univali, in the municipality of Itajaí / SC, and works as Interim Secretary for the Environment at the Balneário Camboriú City Hall.

  • Micheline Gaia Hoffmann, Santa Catarina State University

    Graduated in Administration from the State University of Santa Catarina - UDESC/ESAG, Florianópolis/SC, with a master's degree and doctorate in Production Engineering from the Federal University of Santa Catarina - UFSC, Florianópolis/SC. She is an associate professor at UDESC / ESAG, where she works in the Department of Public Administration and the Stricto Sensu Postgraduate Program in Administration. She is a member of the Politéia and Strategos research groups. She has experience in the areas of innovation management; public innovation policies; university-business cooperation in innovation projects; implementation and management of Technological Innovation Centers and incubators for innovative ventures; culture of innovation in organizations; project planning; evaluation of public projects; design thinking applied to the modeling of public projects.
